Saudi Arabia has launched a major reform to strengthen wage protection and simplify recovery of unpaid salaries through a new digital system.
Launched by the Ministry of Justice and the Ministry of Human Resources and Social Development, the new Saudi salary initiative was announced on Monday, October 6.
First reported by Al-Arabiya English, the new initiative is called ‘Preventive Justice Initiative for Wage Protection’ and has introduced a new salary clause to be added to notarised employment contracts.
The amendment is making salary terms legally enforceable, including base pay, allowances, and other benefits.

The reform is designed to build fairer and more transparent workplaces by reducing disputes and promoting a culture of mutual respect and accountability between employers and employees. It aligns with Vision 2030’s goals by fostering sustainable employment, strengthening confidence in the labor market, and encouraging formal, healthy labor relationships that support long-term growth and stability.
The new salary initiative is almost fully automated and only requires that the employment contract be registered on Qiwa, the national employment service.
How the new Saudi salary initiative 2025 works
You can now recover unpaid wages and enforce their contracts without the hassle of going to court or submitting extra paperwork. The new system connects the HRSD’s Qiwa platform with the Ministry of Justice’s Najiz platform, allowing automatic verification through the Madad and Wage Protection System (WPS) databases. To take advantage of this service, your employment contracts must be registered on Qiwa, with an official implementation number issued by the Ministry of Justice’s documentation center.
The reform builds on existing measures such as digital authentication of contracts, Wage Protection System (WPS), and virtual amicable settlement courts.
When to use the new Saudi salary initiative 2025
You can submit an enforcement request if full salary is not paid within 30 days, or partial salary is not paid within 90 days. However, employers hold the right to object within five days of notification.
